Majlis passes Finance Act

Amendment to Public Finance Act has been passed in yesterdays sitting at People’s Majlis.

Medhu Henveiru MP Ali Azim proposed and Thoddoo MP Ali Waheed endorsed to pass the bill while Hulhu-Henveiru MP Moosa Manik proposed and Hoarafushu MP Ahmed Rasheed to return the bill to the committee for further assessment.

Majlis rejected Moosa’s proposal with 36 out of the 74 voting against it. And 39 out of the 74 members voted in favour of the proposal of Azim.

Public Finance Act was earlier rejected by the President on July 14. President Nasheed claimed that the bill would hinder the government’s development projects. However, Article 91(b) of the constitution states that any Bill returned to the parliament for reconsideration shall be assented by the President and gazzeted if the bill, after reconsideration, is passed without any amendments, by a majority of the total membership of the parliament.

Debating at the Majlis Azim said that the present government is selling uninhabited islands and shares of well-established companies, despite claiming otherwise during the 2008 presidential election.

According to the Act, selling of lands, issuing loans, and selling other assets would only be done through parliament’s approval.
Maamigli MP Gasim Ibrahim supported the proposal of Azim and said that the amendment was necessary.

Cabinet resigned en masse after the bill was passed on June 28, protesting the behaviour of opposition MPs in the Majlis who they said were “hijacking” the powers of the executive and making it impossible for the cabinet Ministers to discharge their constitutional duties and deliver the government’s election manifesto.
